The circular applies to a wide range of regulated institutions, including deposit money banks, mobile money operators, international money transfer operators (IMTOs), payment service providers, and other financial institutions operating within the Nigerian financial ecosystem.

● Deposit Money Banks have 18 months to achieve full compliance.

In addition, all affected institutions are required to submit detailed implementation roadmaps to the CBN’s Compliance Department within three months of the issuance of the circular. These roadmaps must outline how each institution intends to transition to automated AML monitoring systems.
